Recently convicted - haven't appealed yet?
If you have been recently convicted - your first step is to try to appeal your conviction. You can only make one application to the Criminal Court of Appeal so you should not do so until you have a properly prepared Appeal with legal grounds. You are entitled to formally request a written Advice about your Appeal chances from your trial Counsel within 28 days of your conviction. The cost for that is covered in the trial legal aid certificate.

Tried to Appeal but failed?
If you have used up your one application to the Court of Appeal and failed - you will need to make an application to the Criminal Cases Review Commission. If you have an issue that you wish to take to the European Court, you must lodge your application to Strasbourg within 6 months of the date of your failed Appeal.
Turmed down by the CCRC?
If the Criminal cases Review Commission has reviewed your conviction and not made a referral, you will have to make a re-application - but - you must have some new evidence or legal argument to put forward. You cannot appeal the CCRC decision to Europe, but if you have grounds to demonstrate that the CCRC acted unlawfully in its negative decision against you, you can make an application to the High Court for a Judicial Review of their decision.
